[MathSoc Council] Operations Policy Changes

questions i have about the proposal:
1. is this for all external organizations combined, or each? (i assume it's
each, but just to be sure)
2. what is the historical data of bookings by external organization (i.e.
how often one organization book comfy, cnd, and hallway in a term)?
